Chris Norby
On March 6, 2002 Orange County residents and the entire County political establishment were stunned to learn that the incumbent Chairman of the Orange County Board of Supervisors had been defeated. Chris Norby, a Fullerton Councilman and high school history teacher, had made history the night before. The Orange County Register speculated that this might have been the greatest political upset in Orange County history.
Sensing that Chris Norby had the right stuff to pull off this upset victory, Senator Lewis had recruited him to run months earlier. Highlighting Chris Norby's tireless campaigning skills, utilizing sophisticated polling and a slashing direct mail campaign, Lewis Consulting chalked up another huge campaign win.
Orange County's Measure D
After spending $100,000 on expensive polling, the Orange County Fire Authority determined the time was right to pass a ballot measure re-distributing Orange County's Proposition 172 Public Safety Funds. Emboldened by an apparent 86-10 advantage according to the poll the Fire Authority commissioned, the Fire Fighter Union qualified an initiative requiring a shift of funds from the D.A. investigators and Sheriff's Department to the Fire Authority.
Worried that a 172 fund shift would imperil Orange County finances and jeopardize law enforcement funding, a coalition was organized to defeat this initiative. The initiative's opponents hired Lewis Consulting to oversee their campaign efforts. Serving as lead consultants on the NO on D Campaign, John Lewis and Matt Holder devised the strategy and oversaw the campaign efforts which resulted in a measure starting off with a 76 point lead ultimately losing by nearly 50 points.
Blue Shield of California
In 2007 the County of Orange issued an RFP for Third Party Administrator Services for the County employee's PPO health plan. Blue Shield of California turned to Lewis Consulting Group for assistance in navigating the complex world of County government. With many of the nation's top healthcare providers responding, Blue Shield was facing strong competition.
Lewis Consulting Group was able to capitalize on past experience with the process of this type of service and was able to utilize this knowledge to strengthen Blue Shield's proposal. Through numerous facilitated face to face meetings with County leaders and staff, Blue Shield was able to recognize the strengths and weaknesses of the current system and build a product that will be second to none as they implement the contract they were awarded beginning January, 2008.
Del Rio, LLC — City of Orange
Hundreds of trendy town homes are springing up in north Orange in an area nestled close to the Santa Ana River. To make this project a reality required both annexation and an avoidance of the numerous pitfalls that can ultimately stymie this type of development. To help navigate the tricky political process, Lewis Consulting Group was added to a team of first class professionals and the project is now receiving wide acclaim.
Cofiroute
Cofiroute is a world wide leader in toll road administration and has been the original private sector administrator of the Highway 91 toll road. In 2005, Cofiroute openly competed to continue this service against a firm that provides similar service for two local toll road agencies. Responding to the Orange County Transportation Authority's RFP, Cofiroute submitted an excellent proposal and built a team of advisors of which Lewis Consulting Group was one.
Lewis Consulting Group provided insight into how to best manage the needs and wishes of particular members of OCTA's Board of Directors. In a very complex bid process which was highly competitive every detail was thoroughly examined, discussed and acted upon with precision. Cofiroute's success in winning this bid insures that the 91 toll road will continue to be operated with the highest level of excellence.
